Missing pieces on two of the same puzzle

I was super excited when I purchased 2 of these puzzles. One was a gift for my brother and one a gift for myself as Christmas gifts. My brother’s family built there Christmas night. They had 1 duplicate piece and were missing about 14 pieces. So I hurried up and built my puzzle. I was missing 3 pieces. I have purchased Dowdle puzzles before and never had such bad quality control.
